Will dahlia seeds germinate in hot weather( around 85 to 90 degrees)?

Yes, I think so if the planting media is kept moist. They are native to Mexico and seem to like heat as long as they have adequate moisture.

They germinate in 5-7 days at 70-80F, according to a U. of Minnesota extension web page I found.
