Weeping Santa Rosa Plum tree not blooming or producing

I live in central Wisconsin and have had this Weeping Santa Rosa Plum tree for about 3 or 4 years now. It has never bloomed or produced fruit. Last year I had to cut growth from the trunk area right before the graft. It leafs out nice and weeps nice, but that is about it. It get plenty of sun and doesn't have to compete from other trees. Not sure what I need to do or if I do need to do anything but wait a few more years. Will someone clue me in to what the issue may be?

Central WI, I'd be concerned that the flower buds aren't hardy and are getting frozen out by mid winter cold.
