orange tree from seed

I cannot find an orange tree that is not grafted and have been led to understand that in my area a grafted tree stands little chance - proven by the fact that the grafted tree is not growing well in my environment. So - what is the best way to propagate from an orange seed?

It is most likely the rootstock it is grafting onto, not the graft itself.. I would not start from seed, it is unreliable... Rather, I would research orange rootstocks that are suitable for your soil/climate..
