Diagnose my loquat tree?

I planted my local Attri in November, and it was growing nicely but lately I have noticed that the new growth seems curled (see photo). Does this look like a lack of water, or a disease of some sort? There was some flowering and early buds, but many of them have fallen off. Any advice is appreciated!

Hard to say for sure. Can you tell us more about your soil, temps, watering regimen, planting methods, etc? Are there herbicides being sprayed? What's an Attri?

Look for aphids under the leaves.

Also, are they curled in the morning?
