How old is the apple tree? Has it blossomed before?

Is it possible it set too large a crop last year and it is behaving biennially now? What kind of apple tree is it? Some have a tendency towards biennial bearing.

Wait til next year. Feed the tree this year. If it blooms and sets fruit next year, thin severely to keep the tree from continuing a biennial habit. I suspect your "whole crop" of apples was too much for a young tree to bear, and now it's taking the year to recuperate.
