Plum Tree Help

I am growing a plum tree from seed and have germinated the seed in the fridge. It is now growing in a pot but i'm curious as to what the thing is at the very base of the plant and what to do with it when I put it in a bigger pot. ie do I bury it or leave it open.

I'm not sure what I'm seeing in the photo. Did the plant make a "360 loop" before going vertical? Or is that some sort of extra growth?

Looks like a 360 to me. Just bury that whole thing when you repot.
