Early Spring Pest Already Invading My Budding Peach Tree?

Hey guys, I am excited to see my peach tree breaking out of dormancy and growing again. However I noticed some new leaves have already been chewed up by unknown pest?

I already applied dormant spray in winter, so i am not sure what else I can do to prevent further leaf damage at this point? I am afraid as the leaves grow, they will just come back and chew more, these annoying pests are aggressive and I see no signs of them anywhere. what do you guys think?

I would spray some neem oil on the leaves. It will protect against leaf munching bugs as well as bacterial and fungal infections.
