Another Fire Blight Question

I've been told that this is fire blight, but my apple trees show no signs of the classic shepherd's hook? Can you have fire blight without any shoot damage. To me it looks like cicada damage, but the brood in my area aren't due until 2021. The trees are 6 to 10 year old Antonovka seedlings that I'm branch grafting to. Help solve this mystery.

southwest disease perhaps? looks similar to a few of my trees, but mine are on the trunks.

It's not fireblight; FB kills the twig dead dead and oozes amber pus. SW injury sounds likely to me.
