Young Plum Tree HELP!

Can someone please tell me what is happening at the root of this plum tree.

I am wanting to put it in a bigger pot. Do I cover this strange loop.

That pic was a few weeks ago but now it is growing tall without any thickness.

Hope you can help me out here guys.

Looks like the roots are exposed above ground. you can take off a couple of lower leaves and burry the whole entire root system when you re-pot them. The tree probably needs more sun light or else it will grow thin and tall.
