Burgundy Plum...not growing

My 8-10 year old Burgundy has failed to leaf out towards the top of the tree this year. In addition...there is no new growth, and the small olived-sized plums are red! They will obviously not be edible. Nothing has really changed to cause this....other than very little winter rain.
