Clementine tree fruiting then falling off

My clementine tree is going on 3 years old. It has never produced fruit. Last year and this year it has blossomed beautifully, then produced very tiny fruit about the size of a pencil eraser. They stay green for a couple weeks, then die and all drop off. I can't figure out why this is happening. the tree is a dwarf and is in a pot. Gets lots of sun, and water about once a week. Any ideas?

Watering once a week seems a little low to me. We need photos, that will help. What potting mix are you using? Is the pot big enough for the tree? How frequently are you fertilizing and with what? How much sun does the tree receive a day? And, you'll get a better response if you post this over on the Citrus Forum :-)
