Cut down winter damaged tree and grow from sprout(s)

Got one each apple, crabapple, and plum trees that are struggling this year. Crab is 10 years old, plum about 6, apple only 3. growth this year is late foliage thats relatively scarce and limited to maybe 1/2 of the existing branches. Lots of sprouts from the trunk above the graft.

I'm assuming this is winter damage.

Am I better off letter the tree grow from the branches that are supporting limited growth or just cutting off the trunk and nursing a sprout to make a new tree.

I would think cut it off,..the only problem what can arise from
that is, lots of vigorous new growth and might not harden off properly, if moisture can hold off later in summer you might be OK for hardening off.
