Pecan Tree broken off

The recent tornado in El Reno, Oklahoma left one of my pecan trees broken off at the graft. It was a fairly young tree that has been in the ground here for 3 years. It is now sprouting bushy branches from the rootstock. I'm not sure what to do - dig it out and start over or try something creative like grafting something back onto this healthy rootstock.

I'd re-graft it. No sense wasting a well-established rootstock.
Not as easily done as if it were an apple or pear, but it can be done.
