sick soil and liquid kelp

Would a kelp spray stop the effects of black mulch leeching dye or other chemicals on to dense clay soil? A portion of the mulch is made of crushed pallets so arsenic may be leeching into the soil. Can I use too much liquid kelp in this situation?

Kelp won't help. Further, wood pallets aren't treated with arsenic.

What sort of mulch are you using that is le[a]ching dye or other chemicals, and why haven't you removed it if you are scared of unnamed effects?!?!
