Neem oil to help a Red Maple

Hello,

Something's chewing on new growth at the top of my red maple, and I'm looking into my options. I can't get up there to tell for sure what it is. Someone said it looks like potato leafhopper damage.

I'm considering throwing some neem oil at it. Since the issue is at the top of the free (20 feet high), would it make more sense to apply the oil to the soil for a systemic effect? How would one go about that? Will it harm soil organisms?

Keep in mind that Neem Oil products are broad spectrum poisons that could reduce the population of Potato Leafhopper predators. While I do not find anything to indicate these wee buggers will feed on Acer species they are known to feed on about 100 different plant species that may well include the Acers.
Have you talked with the people at your local Virginia State University/Virginia Tech Cooperative Extension Service office?
