We had an extremely wet and cool June. Now that weather is dry is it too late to deadhead rhod? Blossoms fell off at least three weeks ago. Please advise.

No, it's not too late - you would still be removing the spent flower structure before seeds will be set.

I need to get a step stool and deadhead my neighbors that hangs over my driveway, haven't gotten to that yet...she doesn't see the back side :)
