I forgot to plant garlic last fall. Should I bother planting in January or wait until March or not plant at all?

It depends. If your ground is not frozen you can plant now. Otherwise wait until March. Either way you will increase your planting stock, even if yields aren't quite as great as for fall-planted garlic.
