I have some bamboo that is going to produce seed. I believe it is sasa palmata. What should I do to collect the seed for planting>

The seed is mature when you can shake it loose by moving the culm around vigorously. Some people just spread a tarp or cloth on the ground to catch the seed.

Bamboo seed declines in viability in a matter of months, so it is best to plant it right away, or to store it in your refrigerator if you want to try to preserve its viability.

Please note that many countries have restrictions on importing seeds or specific plant materials. For instance, it is illegal to import bamboo plants, rhizomes, or seeds into the US.
