Phyllostachis Dulcis dying

Has anyone ever heard of Phyllostachis duclis turning brittle and dying at the top 4 feet of the plant?

After Hurricane Katrina this happened so I assumed the culprit was salt water, so I cut back all the dulcis.

The new growth years later has come back green and after 6 months it all dies at the top again. And Katrina was 4 years ago. Is there a bad clone out there?

Any thoughts? My plan is to keep removing it since it just dies.

I've never heard of anything like this with any bamboo. What is the soil like? Is it getting enough moisture?

I have Dulcis and never seen this.. mine is acting weird this year.. only 3-4 culms came up this year so very worried it is growing underground under my barriers and will pop up everywhere next year.. never seen so few culms this year.. afraid it may pop up in my pond and ruin my liner.. but so far I seem to have caught all the straying roots but still worried.. and size didnt increase from last year.. bummed about that.. my other boo goes crazy but has been slow to get any larger culms..
