I have recently been told that if you cut a banana tree at the ground if it has a fungus problem it will hopefully heal. i cut mine at ground level and it has not grown for three weeks! any ideas on whats wrong?

the fungus is eating away at the new leaves and not letting new leaves form. it makes the leaves yellow and slimey until they fall off but only on the new leaves not the old leaves.
