Need ID of tiny bee

I've been noticing these tiny bee-type insects in my garden. This one is on a zinnia about the size of a fifty cent piece.

The picture is super close-up, so the actual bee is about the size or smaller than a pencil eraser.

Just wondering what they are, they are sure busy bees!
