I have a pomegranate that is starting to bloom again! There are baseball sized fruit on it and it has about 5-6 buds with at least 4 actual flowers on it. Is it normal for it to experience two bloom cycles in one year?

Yes, most cultivars will but the fruit wont mature because winter will come before it has a chance to ripen.
