Yes, it is vitex agnus, aka chaste tree or monk's pepper. Fantastic tree, just don't plant near a pool.
The seeds (peppers) are edible and the flowers attract butterflys.

A friend has one, she is always digging up seedlings that grow in abundnce. Not a problem if you pull them while small.
....or don't have a wet spot for the seeds to fall into and germinate. Of course, there's always monsoons to make your yard a wet spot....
My yard is irrigated so I have seedlings pop up here and there, but I wouldn't say there's an "abundance" of them. Oddly, they almost always pop up in pots.

Probably, but I've had them come up in the driveway, so I really have no proof. On the other hand, it seems every d****d palm seed that a bird poops comes up wherever it lands. I am so sick of pulling those things up, I could spit.
