Cephalocereus?..huge cacti that has it's lower 8' blocked from view by a soundwall. 20' overall?

OR its the cephalus. January is too soon to flower now that I think of it.

Hayward has cool plants. It is an old town.
That's a wicked big red flowering camellia in the picture too.
Wouldn't it be funny if the cactus was in a big old pot just beneath the top of the fence, like a 20 foot diameter terra cotta!
I get you..but no pot plant outdoors would ever look perfect. Even if in a raised bed..who builds a raised bed in their backyards more than -at most- a foot?
Its big. The girth in person fits a cacti that tall. Dave's Garden plant website has a photo of a 17' footer 40 years old in San Diego..and it looks to be the same proportions as this. And the Hayward plant has more large pups!
