First of course what is it and secondly does it appear to be mature or will it change color at that point?

The plant may be Guzmania mitis. The plant looks like it has finished its bloom cycle.
If it is mitis it will not have much color if any at all. mitis is a large plant to 1 meter high cant tell the size of the plant.
