ID this cactus

Found these little furball clumps in a parking strip and want to grow it in our own strip. Any idea what it is and how to successfully transplant and propagate? I am a gardening novice, so I appreciate any advice.

The picture is too small, but the white balls could be some kind of Mammillaria.
