I believe someone else posted this pic (and another photo) a couple years ago (maybe Peter Larmour of Oaxaca). This photo is from long ago, no? I recall 2 photos showing the old gardens out front of Iglesia de Santo Domingo. Now they have Yucca & Agave growing in the place of these Echeverias.
I don't know what type Echeveria it is. I don't think we figured it out 2 years ago either. I believe it could be a hybrid with Echeveria gibbiflora.

Whatever it is, the garden appearance is quite weird, like an alien landscape.

looks like 'Topsy Turvy'
I think they are Echeveria gigantea.
