Angelina sedum and townhouse backyards? (pic)

I'm in the process of reworking my backyard. One of the things that will get changed is the river jack borders (surrounding the slate patio). The designer at the local nursery recommended Angelina sedum as ground cover. I fell in love with it, but after hitting the Internet I'm afraid it might not be good idea for this shared fence. Would it jump over to the neighbors' yards? Would recycling the river rocks and build a "dam" against the fence contain it? Your insight is appreciated.

Maybe a thin, flat, 6-8" barrier, slid into the ground partially and the rest above ground, would be useful here. The bottom part's covered by earth, the top part's covered by the rock piled against it, and your Sedum shouldn't escape. I'd suggest sheetmetal flashing.
