Shade tree for Dog Park

Our local shelter in San Jose has some nice sized grass yards for the dogs to exercise in while volunteers have them out. The problem is there is ZERO shade cover as there are no trees around. The sun blazes there in the summer and the dogs (and humans!) need some kind of shade cover. There is grass in the yards, and some kind of greywater system supplying that.

What tree for San Jose (9b) can:

-Provide good summer shade

-Drop most/all leaves in winter to let light through

-Drop no fruits/berries/cones that are harmful to dogs

-Doesn't have a root system that can push of the concrete foundation around the fence line

-Not a slow grower, topping out between 20-40 ft
