Why hasn't my western native clematis bloomed for 2 years? If didn't bloom when I pruned it - now it won't bloom and I didn't cut it back!!

Is it in full sun?

Too much sun you think, hoov, would do it? It is in the same place it has always been for about 5 years - but in a heat & drought situation here in Temecula!

I would think it would need sun to bloom. Sounds like it gets plenty. Probably drought then.
