Please help. Is this a bug or?

Hi guys this morning I noticed white dots on my cactus. I tried removing them with my finger and they can be scratched away. They are only there from one side (as in the picture) is this a bug or a disease? What do I do? :(

I believe it's a form of scale. If you have rubbing alcohol (cheap bottle at drug store), mix in spray bottle with half water. Shake spray it. Let it dry. Reapply after a few days. Keep eye on it. You can scrape them off, but that may leave scarring. You may be able to remove with a Q-tip after spraying. I'd quarantine it from other plants while to do this.
