seedlings vs rooted plants

I have a dumb question? I am getting ready to place an order for cacti & notice a lot of them are offered as seedlings in pots. Does this mean they are they are not a rooted plant? Thanks.

That means that they're propagated by seed, not by cuttings. It implies that they are rooted.
