Community Garden on reclaimed parking lot

I was going to garden through a local community garden but after I tilled my bed I found a lot of gravel like from a layer of gravvel that is put in under a blacktop. I also found some pieces of asphalt, or blacktop. The garden is on land that was once a part of a parking lot. Now it is grass. I do not think I want to chance that it is safe to grow food in. There are contaminants in blacktop Right!

What about doing raised beds on top instead of tilling the ground? That way there's a barrier (newspaper to block out weeds) and you have the soil you want because you put it in there. Raise it deep like at least 8 inches. Just a suggestion.
