citrus disease and citrus seeds in Texas, from Texas

I have never kept any sprouted citrus seeds before this year because I didn't know where the fruit they came from originated. I do live in Texas, and didn't want to take a chance on breaking the prohibition against shipping citrus plants into Texas.

Now, this year, how much of a concern is disease transference when shipping seeds within Texas? Obviously one wouldn't want to use seeds from the area where the hlb was found this year, but seeds from old trees that grow far from there should be okay? Is it worth getting baby trees grown from Texas grown seeds tested for diseases?

I've no idea whether I'm making a mountain out of a molehill here or not.
