Are these seedlings ready to be transplanted?

I think they're mandarin seeds. Can anyone id the seedlings? I put two seeds in each cell and each seed produced multiple seedlings. What type of soil should I use to repot and can I put at least two seedlings in the same pot?

Also, should I be fertilizing the plants since they're forming true leaves?
