Just planted my first dwarf Wa. navel. Lots of buds, but leaves are curled vertically and many leaves are inverted (bottom side up). No bugs. Newest leaves are lighter green. Any help appreciated.
where are you? heat stress could be a problem.
check your tree very closely for pests again.
how much are you watering? overwatering can cause this too.
So can underwatering, lol!
Lol...I know I hate that. My Washington does the same thing but I know mine is from over watering. This first year I gave it waaaay too much water.
Leaf curling is a sign of drought, usually, especially in-ground citrus. In fact, it's how commercial growers know to adjust their watering schedule for their citrus groves.
I believe your tree has what is called citrus leafminers. They are very difficult to control because they are within the leaf. Look up "Leafminers" and you will learn what these pesky critters can do.
