White flies on my dahlia tubers

Looking for advice on the best way to control an infestation of white flies. I just took my tubers out of winter storage and noticed the insects all over the new shoots. What is the best way to get rid of these pests?

I have used Safers insecticidal soap with good effect on white flies. Neem oil is supposed to work too. Neither should harm the tubers
