saving water

I am doing a project for my 3rd year university course that involves watering plants. My idea is to create a water butt with a capacity of around 3l that you bury underground, rain water would then fill it up which would be stored until a dry day then a user could pull the top of the product up which lets the water out.(see pics in link)

I think the main benefits for this kind of product would beâ¦.
- saves on water (which saves money on you water bill)
- Saves time watering plants (as you would not have to go fill up a watering can)
- provides a more effective way of watering plants as water gets straight to the roots

What are your opinions on this design, would you buy it or what improvements would you make to it.

This is a great idea, but I'm not sure how you would make it big enough to be practical but yet something a small-framed person such as myself could physically operate. Maybe a crank handle...
