Adding Bubble Film Insulation

Hello,

I am entering my third year as a gardener. I would like to grow a winter garden this year. I would like to add a layer of bubble film for more insulation.

Should the bubble film go over or under the row over?

When folks around here use the stuff, it's to wrap pot/containers instead of combining with row cover.
