Steve Virgadamo lilac blooming

Steven Vjrgadamo in southwest ct with 3 lilac bushes adjacent to each other spaced about 10-12 feet apart. Only one of the three blooms. Is there something I can do to get the two non bloomers to do so. They have plenty of foliage but not blooming.
