Growing mandevilla laxa from seed

Can anyone tell me what is the best way to germinate these seeds? Should I use a seed mat? A baggie method or just sow them in a seed starter mix?

I have grown it from seed once, and was very surprised at how easy and fast it was to germinate; just like growing pumpkin seed. Should not need any special techniques or precautions.
