Mock Orange not growing

I planted a Philadelphia Mock Orange 2 years ago. The first summer I had 3 flowers. I am not so concerned about the flowering as I am the fact it has not grown. I dug up last spring and amended the soil and checked the roots and saw no obvious problems. But it has not grown even one inch all summer. It gets morning sun until noon each day could that be the problem. I am in zone 7.

Did you water it on a regular basis?
You state that you dug it up last spring, amended the soil, why? Is your soil bad? Do weeds grow in it?
Until a plant, shrub or tree is at least 3 years in th ground in the same spot, it is not established.
SO, your time is counting now since last spring since you dug them up and replanted them.
You have to water these shrubs regularly. AT least once a week when it is hot.
If you haven't skipped on watering them regularly, then there is another problem.
Be honest with yourself as to how diligent you were in watering them.
Another reason besides not watering them regularly is you planted them too deep in the ground.
Go outside and check to make sure the stems are above the soil line.There should be no dirt up to the stems. That is a major reason a shrub or tree won't grow.
My money is on underwatering.
Water them extra now and see if it helps.

It is planted in a mulch bed with red clay. I thought maybe the red clay was the problem when I added compost and mixed last spring. I believe you are right, we have had very little rain this year and I tend to skip over it when watering my other perennials. I will make it a point now to water it every week when there is no rain. Thanks
