Hi, I just moved from a zone 4 to a zone 8 and it feels a bit like starting over, plus I'd like to know about some of the options available now that weren't before! So I'm looking for a ground cover that has the following characteristics:

grows quickly (not too invasive), hearty, low water needs, longest growing season possible, flowers for as long as possible, low height, doesn't sap nutrients for other plants. Am I asking too much?

Yes you are. I am not familiar with Zone 8, but flowering plants need water. You might want to look at juniper, Blue Pacific doesn't get much higher then 12" http://www.natorp.com/PL-Juniper'BluePacific'.htm
or Euonymous "Emerald Gaiety which in most instances doesn't get much higher than 12" "http://www.soonerplantfarm.com/index.cfm?fuseaction=plants.plantDetail&plant_id=630
