major ground cover help!!!!!!!!!!

i have a area about 10 feet from the back of my home. the area is an upward fairly step grade and is about 8 feet in height and 60 feet in width. there are some small areas that expose some shale type surfaces. i want a very fast spreading cover that will stay all year. most, proably 70% of the desired area to cover is generally exposed to the sun. as said very fast spreading and not expensive due to such a large area. i live in the south western part of PA.

You should check out Gold moss stonecrop. Spreads very quickly and is low lying. great for rocky areas and hard to grow places. Its very durable. Has color in the winter and turns a nice bright striking yellow.
