Height to chop of tops of tall ornamental grasses.

I noticed all over town the professional landscapers have chopped of the top of ornamental grasses about a foot above the ground. The new green growth is just now taller than the old dead growth.

How is it determined how high above the ground to chop off last years growth?

It's probably personal preference. I prefer to cut them shorter, about 3" or less, but it really doesn't matter to the grass. One of the benefits of cutting them shorter is the fact it enables you to better clean out the top of the crown. A thick accumulation of rotting leaves and such can lead to crown rot, and kill the grass. If you cut them shorter, you can easily rake out the gunk.
