Two vinca questions

I have been establishing a large vinca bed all summer with good results by planting every week, watering every day, using Miracle Gro liquid fertilizer every week, and using Plant Tone organic fertilizer twice all summer. The plants are doing great, both in sun and in shade. Now that fall is coming, my questions are 1) should I fertilize again (organic) before it gets cold, and 2) are there particular bulbs (or even perennials, for that matter) that would do well interspersed throughout the bed?

Fertilizing now might stimulate tender, easily damaged, new growth. Periwinkle is tough and is taking over my acres. Most of the bulbs, whose foliage is tall enough to gather light above the periwinkle, should do well. I only have experience with daffodils and Scilla hispanica and they have thrived for years.
