Is it too late to plant Pampas Grass?

I just installed a 10' x 10' dog kennel in my back yard for our new puppy and am interested in planting pampas grass on the sides of the square kinnel to help it blend in to the landscape. I'm a big fan of pampas grass, but not very familiar with it.

Is it too late to plant the common Pampas Grass found at Home Depot into my zone 7 East Tennessee clay soil? Day time temps are still in the low 80's and will be in the high 70's by the end of next week. Night time lows are around 50. Thanks for your advice.

I got some pampass grass from SC in Dec. and planted it then. I did loose a few,but most made it. Some even plume that next fall, but it took it a while to start growing good. I have had better luck planting in spring.
I did cutback on the stem to let the roots have a better start.

I've tried 2 times to get some to establish near my pond... no luck... tried spring no good either. Soil tests are ideal too...Just not meant for me to have it I suppose... so I put bamboo instead :-D
