Saving Seeds

I collected blumes from a neighbor who was cutting back his ornamental grasses and they are full of seeds.

Should I dry them out and let the seeds fall off or can I pull the seeds off now and throw them in some potting soil ?

If not when should I start growing them indoors ?

Grass seed generally germinates well after it has been allowed to dry out thorougly.
Rub the seed heads through a sieve & winow out all the chaff. Then you can see if you really do have any seed.

You don't say what kind of grass they are...
Most grasses are easy warm germinators. You really should wait until April before sowing them. Definitely sow them in potting soil, indoors. When they develop a nice root system, divide them up potting one or several to a pot. When the temps warm up (early may for you?) then you can move them out to your garden.
