Desirai,
This looks like an early tropical hybrid called 'Brilliant' or 'Brilliant Red'. This is the Hibiscus that got me started a few years ago. I still have three of the plants due to their resilience. Great beginners hibiscus looking to get more advanced knowledge. Not sure if about the replacement situation. Is the pict a recent one?

it's in the ground. The coldest it has gotten has been 19 degrees and that only happened once, my mom bought it in the spring last year

that might be a bit too cold for the plant. these are tropical plants. i have mine outside in the winter, but it doesn't get much below freezing. hopefully it will start to come back as your weather warms up, but it takes them a long time to really recover from the winter temps .
