Disease, Virus, Pests or Normal

A year ago I planted 2 hibiscus in my front yard. One is H. Red Dragon the other is H. Bride and they both were beautiful last year. Now H. Red Dragon is twice the height of H. Bride and looking normal. As you can see H. Bride has small leaves, is stunted with arthritic looking joints and short stems. I've not found any bugs on the leaves or roots. The 2 are next to one another in full sun. Any ideas?

not a pro by any means but it looks like a few problems, somethings munching on your leaves,looks like aphids or mites are also camping out-white spots on the leaves? i have had great success with an infestation of aphids and ants spraying water daily to remove, soap weekly and amdro. ive also noticed reds grow alot faster than say pink, orange likes to fill out later and make you pay attention. i would treat for fungus as well, cut back and wait,good luck
